Development liked the card, but they tweaked some creatures to balance out the mana curve and needed to change a two-drop red creature to a three-drop creature

Additionally, Limited decks don't tend to run multiple copies of a card, so this card was seldom played during Limited playtesting

Its unreasonable, of course, as scarecrows arent alive
