Each Pokemon TCG expansion set has 4 or 5 different booster pack designs and one design from each set will be sent at random
All of their basic attacks are random, as well, their normal dice attacking allies or enemies based on what side lands face up, and their ball/melon tossing attacks doing either no damage, decent damage, or high damage based on the color of ball/melon used
Thats why you have other wincons, and cards like Reconstruct History or Mystic Sanctuary
Given its worldwide popularity and the fact that it has been going strong ever since 1998, it's not surprising that thousands and thousands of cards have been made of the various monster, spell, and trap cards in its 30-year history
Compared to some other sets, that's all-in-all fairly reasonable
