Because the Learn/Lesson combo meant a lot of options in the set would inherently be two-for-one cards, the set's designers designed most of the Lesson and Learn cards to be weaker than their non-Lesson alternatives as a way to balance the mechanic
Whereas cards, you can kind of get two usages out of it
The pattern has a smoke-on-water look to it making it stand out against other card games' rarest foils
But if the Bubble Smuggler gets face-down for some other reason, like if it was Cloaked or Manifested, then you can turn it up for 2 mana (as Manifest Dread says) and it will still notice it got turned face up, getting those counters
Cards with death triggers, like Jenova, Ancient Calamity, can also be helpful since they give you value when your cards are destroyed, which compliments wanting a full graveyard
