It lets you trade a land in hand for a 2/2 token, but since youre looking to bin the lands anyway, its just extra value
You just get back your best dork and that is lovely
As soon as one player breaks ranks and refuses to pay their taxes, everyone else follows suit, leading to lots of lovely card draw for you
I really enjoy its power in that tribe, and Dragons are, according to EDHREC.com the most popular tribe in Commander and I'd argue general kitchen table play as well, so this is very strong supporting multiple brews in multiple formats as well as leading one in Commander
On the spell side of things, Ancient Stirrings is amazing for digging through to find an artifact or land (70% of the deck), and Board the Weatherlight does a good enough Stirrings impression that we want it in here too to help find our combo
