Its not Brias fault theres a better card doing what it does, but the otter legend holds its own quite well, turning all your spells into mass board pumps, similar to Balmor, Battlemage Captain

If this spells additional cost was paid, instead shuffle your graveyard into your library, draw seven cards, and you have no maximum hand size for the rest of the game

Kind of funny to have a 12/12 without trample, I guess if you get a +1/+1 on this you can give it flying and haste in this deck, which is also pretty funny
